I'm trying to get this issue bumped as I've been dealing with it since November 21st.
Error Code 100093: Error: "Operation can’t be completed unex… - Apple Community
It's significantly affecting the ability to copy firmware update files from a Mac to external devices that requires updates to continue proper operation. This is 100% confirmed as an issue with Ventura. I wish I knew how to escalate this issue beyond what I've already done.
A solution ASAP would eliminate a ton of headaches for manufacturers experiencing an influx of calls due to this issue.

This is happening for me too. Some files tagged, some not, but only on an external drive I have. Didn't start happening until I installed Ventura. No every time I click on a file on the external hard drive, I get that error code. It goes away after I click on the file, but is still very annoying.
