Pages shortcuts

Am I the only one or now it is not possible to use shortcut fn+function keys to choose text style or bullet list style if you've not selected text first?

Previous to MacOS Ventura release, I was able to press fn+f7 and Pages would automatically start a bullet list with all my preferred settings (style, dimension, indent, etc) without having to select anything. Now I need to create a bullet list and only thereafter I can select it and decide the style; basically, I have to take one extra step to do it. It is not such a big deal, just curious if I was the only one to do it before.
