Apple Watch Storage Full

My apple watch keeps saying storage full. I've deleted & done the factory reset. This fix works for maybe a week, then it goes back to giving the storage full alert. After the reset, I don't add anything back to the watch & delete all the apps I do not use. How do I fix this?
