If you only have iCloud contacts on your phone, as appears to be the case, tap on "All iCloud".
If you had contacts from multiple sources, there would be an "All Contacts" line.

But I have some with no email or phone
and could not be iCloud!

Restarting no help.
Some so-called lists have no Contacts
including one that had 50.
Well you were both correct. iCloud had them all. Idris was 2 min faster so awarded ans. accordingly.
