Lost folders in Mail after upgrade to Big Sur

I recently upgraded to OS 10.11 from 10.8. In MacMail, all my folders are gone, with all their data. How do I get them back?

Are they gone, or simply hidden?

Are these folders "On My Mac" or under a specific account?

Hover the cursor near "On My Mac" on the Sidebar, and click the ">" that appears to disclose. There they are... or not?
