Strange Notification on Mac

Hi,

I keep getting this strange notification on my macbook air which says " DEPARTMENT FOR DIGITAL CULTURE MEDIA AND SPORT can automatically configure your Mac based on settings provided by your System Administrator"

How can I get rid of it? Is it some kind of hack? I've been seeing this since I got my laptop and it has been a while I thought once I updated the mac it would go away but it still hasn't.

The Department is a UK Government agency and the message is typical of a corporate-owned device. Did your get your Mac used from a vendor other than Apple? If you did it might be worthwhile returning it because it has not been erased properly and set up for a subsequent user - yourself.
