1 - All the Instructions in Create a bootable installer for macOS - Apple Support (CA) are predicated on the Full Version of Ventura ( about 12.19 GB ) is located in the Applications Folder of this computer

2 - Have rarely seen this but has occurred where the download is presented as a " Stub " installer of about a few MBs in size.

3 -Suggest checking what size the " Install Ventura " Application is reporting

4 - If it is indeed the " Stub " it will not work for your purposes

5 - Use the Terminal Command below to manually download the Full Version. Note - without the Quotation Marks

" softwareupdate --fetch-full-installer --full-installer-version 13.0 "

Ok, thanks for that. Now, at what step on the support article does the process fail? Accessing the installer from the Apple Store, downloading it, or at some other point? You mentioned that the installer downloaded, but doesn't appear to be valid ... is that correct?

If so, look to see if there are any other installers in the /Applications folder. If there are, delete them and try downloading again.

Not sure why this is happening. Did you try downloading the installer again as I mentioned?

FWIW, I'm going through the process and i'm at the downloading stage. I will try following the support article to see if I run into the same issue. Might be a while before I can post back. In the mean time, if someone else here has some suggestions, hopefully they will chime in and offer them to you.
