I just downloaded Ventura 13.0. When I click on the Macintosh HD icon it opens. Then when I try and drag a folder into it, it bounces it back. Can someone please help?

Specific to Big Sur macOS 11, Monterey macOS 12, Ventura macOS 13, the Operating System resides in a Sealed and Read Only Volume that can not be opened by the User
The user can move files into the Only Folder under their Direct Control.
That would be the " Home Folder " = User Account of this computer.
The Macintosh HD is where the Operating System is located.
The Macintosh HD - Data is where the User Account would be located

you can look in finder's sidebar to locate the home folder. it is the folder that has the little "house" to the left of your username.
and, if you want, you can specify for that to be the folder that is shown when you open your finder. open finder settings, in the "general" tab, and choose your home folder in "New Finder windows show:"
The home folder contains these default visible home folders: Desktop, Documents, Downloads, Movies, Music, Pictures, and Public. In the Finder, you can open your home folder by choosing Go > Home or by pressing Shift-Command-H.

It can be very difficult to know to Whom the OP ( you ) are intending it for ?
Especially when there are more than one Contributor is assisting.
