change external hd folder icon

I like to change the folder icons on my drives. I do this by selecting the folder-Get Info, do the same for the folder icon I want to use, copy this & paste onto the folder icon I want to change. This has worked for me until upgrading to ventura. The weird thing is this method still works on my mac but not any external Hard Drives even though the folders that were changed before upgrading stayed changed. Its that I cant change any new folders I create. I have even tried changing the folder icon on my mac (Of which works) & then transferring the entire folder on to the external drive. The transfer goes OK but changes the folder icon back to the default icon. Has anyone come across this problem & if so how is it achieved?
