my apple watch is stuck on the apple logo
I tried to hard restart my watch but it will not leave off the apple logo

If your Apple Watch is not responding the first step is to try a standard restart and then a forced restart. The site Restart your Apple Watch covers both processes.
If you have followed those steps and are still unable to pair or use your Apple Watch, use Apple Support to investigate further options with AppleCare.
