iMessages not syncing properly (deleting) between iPhone, Mac and iPad

Iphone - IOS 16.1

Mac - Ventura

Ipad - IOS 16

All three have been signed in using the same Apple ID, have iMessages turned on, etc etc

Any new message gets forwarded to all three devices

Any 'read' message too gets properly marked as read across three devices

Problem only with deleted messages

Message deleted on the Mac or iPad gets synced (deleted) between the two devices. The message will not get deleted on the iPhone
Similarly, any message deleted on iPhone does not get deleted on the Mac and iPad
Issue surfaced when I moved the iPhone to IOS 16 beta. Was perfect till I was on IOS 15; thought this will sort when the new releases are made..but looks like no luck for me

Have tried all solutions suggested across previous posts

A single instance of a proper sync is when I turn off and then turn on iCloud sync on the iPhone. After a few hours, the bad behaviour of not syncing properly resurfaces.

There is only one iPhone and it has text message forwarding enabled to the Mac and iPad.

The messages sync between the Mac and iPad

Problem is between the iPhone and other idevices - incoming messages are fine, on deletion, I have to manually delete in the iPhone and in Mac/iPad

Messages on Mac and iPad are forwarded through an iPhone.

On your iPhone, iPad, or iPod touch, go to Settings > Messages > Send & Receive. On your Mac, open Messages, choose Messages > Preferences, then click iMessage. Make sure that you're signed in to iMessage with the same Apple ID on all your devices.
On your iPhone, go to Settings > Messages > Text Message Forwarding.

Since you said the same iMessages is not syncing on your mac/iPad there is only one possibility which I can think of is...

The same message is being received on multiple iPhones (more than one) which uses the same Apple ID. All the devices (iPhones) are forwarding the messages to Mac/iPad. Unfortunaltety there is no way of knowing which iPhone was used to forward the message to Mac/iPad.
