So I have itunes on my laptop because I have some music on there that are not available on Apple Music. I wanted to update my iphone playlist but the laptop USB won’t connect to my phone now. That means I can’t make any changes to my iTunes Library on my phone and I don’t know how to fix that. Does Apple Music allow uploads from a laptop or PC? Or is it strictly from their cloud/streaming service?

Apple Music includes the features of iTunes Match that allows content in your local library to be matched or uploaded and added to your iCloud Music Library. Once there you should be able to stream or download to your device.

Yes, if it is in your iTunes library it should get matched or uploaded, although there are some exceptions for tracks that are too short/long, low bitrate, purchased with another ID, duplicates, etc.
