I have an external drive but not sure we have used for time machine backups how do we tell

Can you set the "ignore ownership" checkbox (see bottom of screenshot). If you can it won't be a time machine drive.

Alternatively - if it has no data on it you want to keep, you can simply re-format it as APFS or MacOS extended.

You'll see the back ups on the drive? It has a TM icon.
