Have you been able to confirm that they don't know the Screen Time passcode or have access to an adult device from where they can change their settings?
Additionally, are you seeing just the time limits not working, or was the entirety of Screen Time turning off and requiring you to set it back up? For example, these steps:

There was an iOS and iPadOS 16 update the other day to 16.1.1. If you haven't updated all devices yet, let's do that next. It's always best to keep devices updated, especially when we're dealing with an unexpected issue.
1. You'll want to make sure the kids and your device have current backups first, to protect your personal data.

2. Then update each of you devices.

3. Verify that Screen Time is shown for each child at Settings > Screen Time > Scroll down to Family > Select each child to verify again

I’ve changed the password like 15 times in last month.
I’lol go into downtime settings and will be in the off position. It keeps switching from on to off.
I’ll check your suggestions and get back with you.
Just the downtime turns off. It comes and goes. The one hour of app usage works and usually stays in, they don’t know the password.
It will be on and then off. I still get requests when over the hour but this is annoying and frustrating.
This is happening and I see posts from other apple users also having this issue in your forums. This never gets fixed.
updated all devices and downtime turns off and I have to turn back on. This needs addressed and updated to work.
