OS Ventura System Settings Tabs Won't Load Properly

Back in July, I downloaded/installed the OS Ventura Beta onto my M1 '21 iMac. I found it unusable. After trying multiple reinstalls of the beta version and discoving that a time machine restore was impossible, I ended up having to wipe my entire hard drive using Apple Configurator in order to reinstall OS Monterey. Oddly, enough, my Intel-based '18 MacBook Pro has had no trouble whatsoever with multiple Ventura betas.


I have since disenrolled my iMac from the beta program and have been running Monterey.


Fast forward to today when I downloaded/installed the full release of OS Ventura 13.0 and whaddya know I'm having the exact same problem except now it's 5 System Setting tabs that won't load. Those tabs are:


Screen Time

General

Passwords

Internet Accounts

Keyboard


I can't just re-download another system update because the "system update" function is only accessible from the General tab that I don't have access to. I know that I can use Apple Configurator again to go back to OS Monterey, but I'd really like be able to to upgrade to the latest OS like everyone else. I'd really rather not have to wipe my system again.


I just spent 20 minutes explaining, re-explaining and re-explaining again to a very low-level support advisor on the Apple Support chat only to be told that I need to speak to a Senior Advisor by phone. I have a phone phobia so I am loathe to do this so that's why I am here.


Why can't I get a clean install of OS Ventura 13.0 in which the System Settings actually function properly? How do I get a clean, fully functional install?

Did you try a Safeboot(?)

—SafeBoot How to use safe mode on your Mac - Apple Support will sort many anomalies



You can download and reinstall the macOS and run it on top of your existing macOS using the Terminal.app if safeboot does not sort your issue.


See full list installers available:

softwareupdate --list-full-installers



to download Ventura copy and paste:

sudo softwareupdate --fetch-full-installer --full-installer-version 13.0



When complete it will be sitting in your Applicactions folder "Install macOS Ventura.app"

you can launch from there like any other application.

Anything to do with the beta program is irrelevant. As stated in my original post, I disenrolled from the beta program back in July, erased my machine and reinstalled OS Monterey. There is zero beta software on my machine nor is there a beta profile of any sort. I upgraded to the full version of OS Ventura (this morning) from the full version of OS Monterey.


As per your earlier suggestions, I have


  1. Downloaded the full installer for macOS Ventura
  2. Successfully created a bootable USB and
  3. Reinstalled what should have been a clean copy of Ventura using Recovery Mode and my OS Ventura boot stick


Nothing has changed. Nothing has been fixed. I still do not have access to the following system settings tabs:


Screen Time

General

Passwords

Internet Accounts

Keyboard


My next attempt will be to use Apple Configurator to erase my computer and attempt to install Ventura from the boot stick though at this point I don't have much hope for that either. It's going to have to be tomorrow though as it is almost midnight here.


Yes, I know I can use Apple Configurator to erase my hard drive and go back to Monterey. That's how I got the Ventura beta off my machine back in July, but that is merely a bandaid that does NOT solve the problem of how to get a fully functional OS Ventura onto my system. I plan on keeping this iMac for some time and I don't want to be stuck with an out-of-date OS forever.


Why is macOS Ventura seemingly incompatible with my machine?
