"Print to PDF" missing in macOS Ventura?

If I select five PNG files (all at once) in Finder and open them in Preview, I was able to do Edit > Select All, then File > Print > PDF to create a single PDF file contains the five images.

I don't see this option in Ventura 13.0. There is a File > Export to PDF option, but it only exports the first of the five PNG images, even though I have selected all five.

Any thoughts on how to get this to work?

In a print dialog box there is a PDF button at the bottom where you can save as PDF

I don't see it. Can you post a screen shot?

Otherwise I can just go back to using the Finder > Quick Actions > Create PDF.
