SOS calls only - transferring sim from iPhone 13 to iPhone 11

Is it possible to use a newly activated iPhone 13 sim card into a used iPhone 11?

I did this and now all I get in my iPhone 11 is SOS; no network or number or call.

Restart the iphone 11, if that doesn't work contact your phone carrier, not an Apple issue.
