I updated my MacBook Pro to Ventura 16.0 but the new mail features (unsend, remind me and send later) are not showing up in the mailbox list or up in the banner when I try to use them. The new edit/unsend features do show up when I use messages via a ctl/click.
My verson of mail is 16.0 too.

Unsend only works (of course...) on a message that you just sent...
At the bottom of the Sidebar, a blue "Undo send" appears for about ten seconds. Click it.
Note that if your Sidebar is quite long (as is mine), with lots of Mailboxes, you may have to scroll down relatively quickly to click that in time. Not much time for hesitation there (but then you normally would not like your mail to be delayed a lot, so 10 seconds seems reasonable for an "ooops!" moment).
To send later, click the little arrow next to the send button:
For Remind Me, as long as you have a received message selected, go to Message->Remind Me:
What do you see if you choose View->Customize Toolbar?
Do you have only the old Send icon (without the arrow next to it)?
there is no downward carrot next to the send button - that's the issue. Also when I send an email the "unsend" message doesn't show up in my sidebar anywhere.
