how can i continue with apple watch if it keep saying apple wathc lock by owner im trying to delete the last icloud and icloud password on this apple watch

Did you purchase a used Apple Watch? If you did and the previous owner didn't unlock the watch for a new user, you don't continue as the watch is and will remain useless to you unless or until you get the previous owner to unlock it. Apple won't unlock it. We can't help you unlock it. Activation Lock is a theft deterrent system.
