Usually because you’re looking for an older macOS version, and there’s something wrong with the Apple servers or the Apple ID.

Try booting Recovery with Option-Command-R: Use macOS Recovery on an Intel-based Mac - Apple Support

That will get you the newest, which usually works.

If below applies to this computer under Ventura macOS 13, this is the first time I have seen in on Ventura.

Though, it would be reasonable to conclude Apple Continues to Lock Down what can and can not be installed on Apple Computers.

There are reports appearing on the ASC Forums regarding failed installation of Monterey on older Qualifying Apple Computers. In most cases this is related to having a NON Apple Original Internal Drive ?  

The EFI Boot ROM included in Monterey is verifying for Original Apple Drive and if not found , may Balk or fail to upgrade to Monterey. 

Reports indicate the EFI BOOT ROM is Required to Flash the Computer and is a  requirement for a Successful Monterey Installation.

Possible solution is to pop Out the After Market Drive and replace with Apple Original

Run the Venture Installation to that drive

Remove the Apple Original Drive and replace with After Market Drive.

Run the Ventura installer to the drive and hope it will function as expected.
