Unable to upload or download files from Mail or Outlook in Ventura

Recently upgraded to Ventura 13.0. Have now discovered that I cannot attach a file (1 MB) to an email nor can I download a file from an email in both Mail and Outlook. I get a little block in the email and the tiny word "Uploading". After 15 minutes, it's still there. Hard to use my web client to send. Any suggestions? TIA.

iMac 27″ 5K, macOS 13.0

Tried safe mode and attachments upload but I kept getting the "beach ball of doom" for a full minute every 15 seconds to the point where I had to force quit. Not the best solution for me.

Same problem here, tried using safe mode and attachments upload to emails no problem but on regular start up it's still a mess. Thought I was the only one.
