I can't access my downloads folder on 2017 MBP

I can't access my downloads folder. When I try to follow online advice to give myself permission under folder "Get info" , there is no option available to follow directions?

old issue, new issue, what changed...?

From the Desktop or Finder does the keyboard short cut Option Command L ...open the folder?
