Why back up messages to icloud if you can't retrieve them?
If I can, how do I download my messages to view?

Follow the steps in the support document you posted from, to turn on iCloud Messages on another device or computer that is signed in to the same Apple ID and it will download the Messages to itself.
Beyond that, there is no way to get the messages externally.
