Advanced "Language & Region" Settings?

Hello,

In macOS Ventura, where can I access the previous advanced "Language & Region" settings?

I'd like to revert my machine back to how it was with the GMT field listed in the "Medium" time display. So that I can view the GMT offset from the info panel from within Photos app.

Like was outlined in this old post on the matter:

I cannot get this same behavior now with Ventura as this has been removed from the System Settings.

Is there a Terminal command to change this setting?

Same problem to access the advanced setting when you want to change separators from comma to dots, for example?

Where can you do this important setting now?
