Multiple Desktops in Ventura

I just installed MacOS13 Ventura on my 2018 MBP 13" and the multiple desktops I created are gone. CTRL-^ shortcut no longer works to create a new Desktop.

It's been so long since I created them so I don't really remember how I did it but they always survived OS updates until now.

Can't find anything but very old help online and there isn't any mention of this feature going away in he recent ARS Technica review.

I turned off Stage Manager but that didn't help either.

The short cuts for the mission control options to switch spaces default to unselected, so check in the keyboard settings, shortcuts to see if they’re still enabled.

You create new desktops by entering mission, control, and clicking the plus button in the corner of the display to the right or the left of the desktop thumbnails.

I'm going to assume that Spaces and Desktops are the same thing. Why the different names, who knows?

I have a feeling that no shortcuts are working. Keyboard Navigation is selected but I'm trying all the shortcuts under System Settings:Keyboard:Keyboard Shortcuts:Mission Control and none of them work. I'm using an external keyboard and the mapping of the Modifier Keys are correct. I tried the Screenshots keyboard shortcuts and they don't work either.

I also have a MacMini and keyboard shortcuts work on that machine. I'm going to reboot the MBP and see what happens. From the MacMini, it's clear that desktops are still functional on Ventura.
