Hello, I think you have error in command for install macOS Ventura on USB drive, please repair it on your website. Proper command should be:
sudo /Applications/Install\ macOS\ Ventura.app/Contents/Resources/createinstallmedia --volume /Volumes/MyVolume
Please repair it on Your site :)

What error did you get? When you download a new installer, you normally only get a partial one which downloads most of the Content from the Internet. You cannot make a USB installer from that. After you install the new iOS, you can download a full installer which can be used to make a bootable USB installer.
