I do not have WLan accesspoint. I tried to turn on Iphone Hotspot to share internet connectivity. I followed the instructions.
It looks like Iphone goes to sleep and disconnects Personal HotSpot. Apple watch software update is impossible form 8 to 9.

Thank you for pointing it out.
I tried with IPhone connected to charger.
Both Phone and Watch say, OS 9.1 is available.
It simply dies on downloading.
Well IPhone update from 15.7 to 9.1 did just fine.
3GB software update via mobile carrier worked fine.
Updating Watch 8.x to 9.1 , 1.8 GB data, does not work.
I hope the issue is temporary.
Apple watch update from 8 to 9 does not work via Iphone personal hotspot.
