I have an used apple watch that I recently purchased, but it locked from the previous owner, and I can’t get ahold of them to unlock the watch. Is there a way to unclock it

There is no way for you to have it unlocked. Only the person who locked it can remove the lock.

Bring it back and get your money back as it is useless to you.
