Unable to verify update apple watch after reset

Trying to pair Apple Watch Series 3 to new iPhone XR and getting this error:

Unable to Verify Update

The watchOS update couldn't be verified because you are not connected to the internet.

My phone IS connected via WIFI
I have unpaired and reset the watch to factory settings
I have tried restarting both watch and phone
I tried removing the watch app and reloading it

What else can I do? All of the help I'm finding says to go into the watch settings but I can't get there since it's reset.

Can I bypass the update?
