So “restrictions” are off and have never been used on any devices in household.
apple news app work on all other devices- 2 iPhones, and laptops
Any ideas on how to fix this?

So Content & Privacy Restrictions is completely off, as I never needed it.
Tried to disable Screen Time now, but alas, still getting the same "Restrictions Enabled" error!!
Checked VPN and Device Management but it appears blank as I never used it with VPN...
To see if Apple News is restricted go to Settings > Screen Time > Content & Privacy Restrictions > Allowed Apps and check if News is enabled. If this doesn’t work then try disable Screen Time.
You can also check Settings > General > VPN & Device Management to see if there are any profiles that are restricting you from accessing News.
