I can no longer access the Apple News app, and receive notification that I have to turn restrictions off. I have made sure that I do not have any restrictions lister under Screen time/Content and privacy restrictions, but still continue to receive the same message when trying to access Apple News. Any Suggestions??

It is not referring to Screen Time restrictions.
Probably you have changed your Region. Settings > General > Language and Region > Region [Change it back to what it was]

Thank you so much! That was evidently the issue and when I returned it back to my previous region it popped back up again!!
