out of nowhere my I was on the App Store and I was prompted to verify my account to download an app from there it takes me to my payments and then whatever app I’m trying to download won’t download

You need to tap Continue and sign in to view your billing information.
Verify your payment information or add a new payment method.
Verify payment information:
Sign in to your Apple ID account page and edit / update your Apple ID details.
On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.
