Using Windows 10 iTunes version 12.12.5.8, I want to save my playlist to disk. So I click on File -> Library -> Export Playlist. After confirmation of folder and filename, I open the file to find out that the path to the actual music file is not saved. It used to work fine on previous versions.

I'm seeing location included in the text file here. Is this Apple Music or cloud content? What are you trying to do with the text file after export? You might find my script ExportCSV useful if you're trying to pull out specific information. If you're exporting playlists to reimport at a later date XML is a better format.
