Tones won’t download

I’ve been trying to buy two text tones today and they won’t download. It looks like it’s starting but then it just stops and I have to “buy” again and the same just happens again and again. The option of settings>sounds & haptics & tap download purchased ringtones does not appear at all in my phone - when I have previously bought tones or song they appear in my library, but now I can’t even download tones I’ve bought through the years, since that option doesn’t appear on my iPhone. But now my main concern is that I’ve paid for tones that simply don’t download.
