Why does AppStore asks for a verification code when I download free apps? Please help. I only have this problem with my iPad

Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > [Require Password]
If set to Always Require, you must always enter your AppleID password to purchase/download Apps - whether “free” or otherwise.
