Restricting Time and Time Zone Changes

How do I restrict changing the time and time zone on an iPhone? It's too easy to get around screen time and all the old fixes I found for this no longer work, it seems that Apple has disabled the ability to block changing the time and time zone.

Please check your solution before posting one that doesn't work anymore for iOS 16.
