Recently deleted

If they are in the Recently Deleted folder, you should be able to move them back by pressing and holding on the photo and then tapping "Recover".

If the photos are no longer in your Recently Deleted folder, they are most likely gone for good.

If your recently deleted pictures cannot be found on iCloud and cannot be found in the Recently Deleted folder in the Photos app and you do not have a backup, then as you may have suspected, those pictures have been permanently deleted and cannot be retrieved.
