retrieving permanently deleted picture

How can I retrieve pictures that I deleted from deleted recently ? I tried Itunes and Icloud backup but won't find them anywhere

You cannot retrieve it. Unless you have it backed up somewhere, it's gone. That's what "permanently deleted" means.
