May I use my Hotspot on my phone

I understand that you would like to use the Hotspot feature on your iPhone as a Wi-Fi network for your OTHER devices. Yes, you can do that, however, check with your carrier for limitations. Hotspot is a feature provided and managed by your carrier and there may be restrictions on it, such as speed and available total data per month etc. Contact your carrier for more information.
