Ringer volume is almost silent even though it’s turned up to maximum. The volume buttons are also set properly and at full volume? Other audio apps sound properly. What’s wrong?

We'd first suggest making sure volume for the ringer is turned up. The ringer volume can be separate from the volume used in other areas of the iPhone.
You can lock them together, if you'd prefer:
"Lock the ringer and alert volumes in Settings
."
