I had purchased 2t of icloud space and then switched to apple one, am I being charged for both

If they're in a Family Sharing group, log into the other account and set it to use the shared storage. Otherwise, click here for information.

I am being charged $29.95 with taxes $31.97 for Apple One but also still being charged for $9.99 for iCloud. I do have two different logins. Would that make a difference. I thought it combined all accounts.

If you signed up for Apple One Premier, no; the standalone subscription will automatically be cancelled. Otherwise, yes.
