I have read that this is possible to DELETE from Time Machine some folders if no more required/wanted.
All posts around this say that there a gear on the Time Machine Finder top. I don't have any option allowing me to delete Time Machine folders I want to delete to free space. Why ? and How can I delete folders ?
(Another short question : I assume that a recent folder added in the exclusion list doesn't delete all past backups).

That was probably heavy process, and Apple preferred removing the feature ... (pfff).
Too sad !
And no existint third part software to explore that I imagine.
Will reset all my TM ... (as I'm used to once of twice time in the year)
You're welcome. It was removed because of the nature of the APFS structure. But as I mentioned, it was never a good idea. Many people managed to corrupt their Time Machine backups that way. If a Time Machine drive ever becomes full, the best idea is to erase it and start new.
As of Monterey it is no longer possible. Even when it was possible it was a bad practice.
To answer the second question, your assumption is correct.
That's also what I'm going to do :)
