how do i get more storage so that i can use my icloud.com email account? I have it linked to several services, especially paypal, but cannot receive anymore emails to my account.

Relocate these eMails
Do you need all of these messages? If you wanted to, one option would be to export some (or all) eMails to a file and then import them to another eMail account. Trash from your iCloud account, once successfully imported.
