MacBook Air M2 Laggy / Choppy / Stuttery / Low Framerate Animations

I have recently picked up a macbook air m2 (16/512; 8CPU 10GPU) and i get extremely stuttery animations when CMD+i-ing something and also when opening up folders from my desktop. Instead of the normal animation i get from minimizing e.g. a safari window, opening up a folder / the informations windows seems to have a framerate of like 5-15 FPS instead of the usual 60 im expecting to get.

This makes the entire user experience feel very cheap and choppy, nothing i would expect from a 2.100 € machine. As this happens on MacOS 12.x and also on the new Ventura 13.x Beta it seems to me as if apple does this on purpose to restrict user experience and get people to buy more expensive products - but why? I am really confused by how this can happen and why there also seems to be no on else on the internet reporting the same issue. This is not some 570€ window laptop but a macbook, that on its own isn't even significantly cheaper than most their other products. Very frustrating. Anything i am doing wrong? Any magical setting i just dont know about?
