why can't I download icloud for windows ? it just circles around on MS Store site to get app

have been trying for hours to download icloud for windows 10 desktop. does not thing when clicking on MS App Store link ( iCloud - Microsoft Store Apps ) . No error message pops up advising what is wrong ... what it is waiting for... why make it so hard to just download icloud app?
