No, the AC+ for your Apple Watch Series 8 would not be eligible to transfer to the Ultra. These products are not in the same product model family, and the AC+ agreement pricing is different for each product model.

Also, if you purchased a monthly AppleCare+ plan for the series 8, the monthly agreements cannot be transferred.
