You will need to have separate Apple IDs for both devices, one device will have to setup Family Sharing and share the storage.

iCloud Storage Family Sharing Hi there! I wanted to share 1TB icloud storage with someone but I'm afraid it might sync both our files. I just wanted to share the storage but we don't want to share each other's files (photos, videos, etc) and like I said, just simply share the storage which is basically 500gb for each of us without seeing each others files. I purchased extra iCloud space with the understanding I could share that iCloud space for my wife to store her photos and videos. I can’t seem to get the tube connected. Can anyone shed some light on this problem? I would like to know how to share with one other person, my wife, my additional iCloud space for her to back up her phone as well. Can someone help me understand how to do this please?
