Can’t remove apps from my iPhone and iWatch

Hi there, when I want to delete apps from my iPhone and iWatch, I don’t get te ‘x’ but only the option to remove them from my starterscreen. The apps will stay in the library but won’t get removed completely. I can’t remove them from my library too. I only get the option to put them back in my starterscreen. Does anyone else have this problem or does anyone known how I can fix this? Everything in my settings seems to be good installed.
