iPhone 13 Call Volume Too Loud

On my iPhone calls are often too loud, and I can't turn the volume down any further. Even on zero volume bars, the audio is earsplitting and I am worried I am damaging my hearing. This applies to both using ear pod headphones via the lightning connector, or just using the phone without headphones.

I would think I should be able to turn the volume all the way to zero if I wanted.
