When my phone rings the ringer drops off to a low sound how do I keep it at a normal level

When my phone rings receiving a call it’s a normal sound level then drops off how do I keep it at the high-level this is a iPhone 13

iPhone only provides half ringer volume or none at all silent modes are off. Slider will provide full test volume, so speaker works correctly. But ringer doesn’t work properly on incoming calls (only half or no volume). How can this be fixed?
